The Modernization Enablement Frame
The continuous SDLC enablement frame is on The Enablement Partnership. It is sized for engagements that run across years with four ontology custodians on the client side and an enablement layer on the implementing partner side. Legacy modernization is a different shape of engagement: bounded, sequential, oriented to a defined target, with the implementing partner running the agentic pipeline alongside Product Owners and Architects. The methodology principles are the same as the SDLC frame. The operating discipline differs because the engagement shape is different.
Why Modernization Needs a Different Enablement Frame
The SDLC enablement frame anchors on continuous custodianship. Four custodians on the client side (Product Owner, UX Designer, Architect, Engineering Team) maintain the four-layer ontology indefinitely as the application evolves. The implementing partner’s enablement layer (Chief Architect, Ontology Maintainer, Knowledge Agent Owner, Semantic Engineers) supports the custodians under managed-services principles and trusteeship duties. The graph asset compounds across years; the enablement engagement persists as long as the asset is operated.
Modernization is finite and target-defined. The work runs for quarters per modernization estate (or potentially multiple years for the largest estates) and terminates at hand-over. The four custodians on the client side (Product Owner, Architect, UX Designer, Engineering Team) govern the Source-state, Target-state, and specification format ontologies throughout the engagement and into the modernized system’s operation. Their annotation cadence is set by the modernization stages: module scoping at the start, adjustment during per-module functional gate reviews, validation at UAT. The implementing partner’s roles (Modernization Expert, engagement’s Chief Architect) close at hand-over unless the engagement transitions to a continuous SDLC engagement on the modernized system.
The enablement frame for modernization is sized to this engagement shape: bounded duration, fixed deliverables, named hand-over with audit-grade evidence, optional transition into the continuous SDLC frame.
Who Holds the Custodial Position in Modernization
The custodial relationship in modernization is shaped differently because the project is bounded.

The four custodians are the same roles in both instantiations. The cadence of custodianship is what shifts. During modernization, the Product Owner and Architect annotate the specification at module scoping and adjust during per-module functional gate reviews; the UX Designer and Architect define the target system through the target blueprint; the Engineering Team interprets the source code and operates the modernized system after deployment. After hand-over, if the engagement transitions to a continuous SDLC operating model on the modernized system, the same four custodians continue under the sprint cadence. The custodial position persists; the cadence changes.
The Five Engagement Principles in Modernization
The five engagement principles (Care, Loyalty, Prudence, Independence, Transparency) apply to modernization engagements with use-case-specific emphasis. The principles are contractual in the same way they are for SDLC engagements; the mechanisms through which they are operationalized differ.

The principles bind the engagement at the contractual level. They are clauses, not aspirations.
The Modernization Offboarding Doctrine
The SDLC offboarding doctrine (graph exportable, agents reproducible, governance framework documented, enablement roles transitionable) translates to modernization with specific named commitments. Hand-over at the end of Full Modernization is the modernization analog of offboarding in the SDLC instantiation. The methodology requires it to be real.

If the client subsequently engages Maintain mode or transitions to a continuous SDLC operating model, that is a new engagement frame; the hand-over still happens cleanly. The offboarding doctrine is what makes the entry decision easy.
Engagement Council in Modernization Engagements
The Engagement Council (described in detail in the SDLC enablement page) operates the same way for modernization engagements as it does for SDLC engagements. Its role specifically for modernization includes:

The Council operates independently of the commercial account team for modernization engagements just as it does for SDLC engagements. Council members are not compensated based on account growth.
Transition to the Continuous SDLC Enablement Frame
When a modernization engagement transitions to a continuous SDLC operating model on the modernized system, the enablement frame transitions with it. The bounded modernization engagement closes (Full Modernization complete, hand-over done) and the SDLC enablement engagement opens (four custodians established, four-layer ontology seeded from the modernization outputs, agent fleet operating on per-PR cadence, three tiers of managed support available).

The SDLC enablement partnership takes over from the modernization operating model at this transition. The client is now in a continuous SDLC engagement under the same methodology and the same implementing partner, with a different operating discipline shaped for ongoing evolution.
If the client does not transition to continuous SDLC, the engagement closes at hand-over (with optional Maintain to operate the modernization knowledge graph) and the SDLC enablement frame does not apply. The methodology accommodates both outcomes.
Engagement Frame for Modernization
The modernization engagement frame differs from the SDLC engagement frame in two structural ways.
The SDLC engagement is open-ended. The Advise/Launch/Scale/Optimize phases run continuously; the engagement is shaped to support that. Pricing transitions from time-and-materials to outcome-based as the methodology matures across years.
The modernization engagement is bounded. The five engagement modes (Documentation Only through Maintain) are entry points sized to client commitment. Pricing across the earlier modes is fixed-price scoped to the legacy estate; Full Modernization transitions from time-and-materials at module-level to outcome-based as the engagement matures across stages; Maintain is outcome-based throughout.
The engagement frame shift in modernization runs in two stages.
